Incentives and Legislation

Incentives and legislation that aim to increase uptake of alternative fuels vehicles and infrastructure.

Registration tax benefits

Tax reduction – CO2-based tax (electric vehicles (EVs) and vehicles whose emissions do not exceed  130 g/km CO2 are exempted from payment of motor vehicle registration tax).

Company tax benefits

Purchase incentives (bonus) for vehicles ≤ 6 months:

  • M1 or N1 EV: EUR 4 000;
  • M2 or N2 EV: EUR 10 000;
  • Additional EUR 1 000 for scrapping an old diesel or petrol M1, owned for at least 12 months, with a valid MOT.

Maximum subsidy is EUR 400 000 per company.

 

Purchase subsidies

Purchase incentives (bonus) for individuals in 2021:

  • EUR 2 500 for used M1 EV with first registration after 2 April 2016, or model year 2016 and after;
  • EUR 5 000 for new M1 EV not older than 6 months from the first registration;
  • Additional EUR 1 000 for scrapping old diesel or petrol M1, owned for at least 12 months, and with a valid MOT for the dates: 2 February 2021 or 13 March 2020.

 

Other financial benefits
  • BEV free parking in Vilnius and free parking of BEV and PHEV with special EV registration numbers in other cities (Kaunas, Klaipėda, Panevėžys, Šiauliai, Neringa);
  • Bus lanes for EV (BEV+PHEV) in Vilnius;
  • Special vehicle registration numbers for EV (EVXXXX and from 3 April 2018 – EXXXXX);
  • In 2019, a subsidy of EUR 1 000 was introduced for persons who scrap (recover)  an old vehicle and purchase a less polluting vehicle (powered only by gasoline, gas (natural or liquefied), ethanol, electricity or gasoline, ethanol, electricity; the date for the first registration of such a vehicle in the European Union shall not be earlier  than 1 January 2013 and shall not exceed 130 gr/km CO2.;

 

Local incentives

Public tenders for installation of public EVs charging point; renewal of old and polluting public vehicles by electric transport.

AF infrastructure incentives
  • Primary EV charging infrastructure (25 units) is free of charge (for 5 years from set up) on major national roads has been set up to provide approximately 50 km electric city-to-city connectivity. This infrastructure (in roads of national importance) is designed and developed in accordance with the approved standards of the European Union and allows charging of all types of EVs (three types of access - AC, DC (Combo2) and DC (CHAdeMO)). The information system www.eismoinfo.lt provides information on the type, status and availability of these EV charging accesses (dynamic data);
  • By the end of 2020 – 56 units free of charge (for 5 years from set up) primary EV charging infrastructure in municipalities with more than 25 000 inhabitants (according to their sustainable mobility plans).

Also installation of EV charging infrastructure at newly constructed and reconstructed residential and non-residential buildings. There are also plans to include gas stations, buses, railway stations, airports andseaports.

There are also plans to make the entire infrastructure accessible to all groups of society (including people with disabilities), without additional contracts with operators, and that this infrastructure would provide the necessary data centrally  (static and, if possible, dynamic data).
